Our Mission
Our mission is to simplify and dramatically reduce the cost of connecting developers to the best locations for any project. We believe that the difficulty, time, and price of site selection has imposed very harmful yet largely unnecessary burdens at all scales. We aim to do away with these burdens and open the gates to improving housing availability, industrial revival, and commercial expansion all with this one platform.
We are committed to creating a user friendly platform where a developer does not need vast expertise to make optimal choices for location selection. We do this by synthesizing high-quality and expansive data sets with the intelligent tools to make best use of them.
Our History
The initial idea for the Qlocator platform was born in 2019 when we were researching ways to simplify regulatory decision making for building permits in San Francisco. Discovering just how much time and money was spent on the process despite how relatively simple most restrictions were left a strong impression that would only continue to grow over the following years. Over that time we continued to explore uses of geospatial data and relatized how underutilized so much of it is.
Upon founding Lumegis, we built the first data set and analysis tools of what would become Qlocator. Over the following years, we have massively expanded both the available data and the querying tools for it. Over the same time, the idea to automate the integration of local laws and ordinances was developed and we collected the largest collection of local laws in existence (to our knowledge). In November 2025, the Qlocator platform launches and we will show the tremendous power of what we have built.

Jacob Rebec
Founder & CEO
Jacob is the mastermind behind the Qlocator platform. He grew it from a passing curiousity to the leading geospatial analytics and site selection tool. He holds a M.S. in Applied Physics from Stanford University and is dedicated to using both the curiousity and rigor of the physical sciences to open new frontiers in data analytics.

Nathan Lee
Founder & CCO
Nathan is our encyclopedia of local laws. His vast knowledge of the structures of these critical documents transformed our approach to the collection and analysis of laws and ordinances in the Qlocator platform. Nathan is a graduate of NYU School of Law and a PhD candidate at NYU Politics. His research focuses on questions in property law, including takings, the public trust doctrine, and zoning. He received his Bachelor of Science from Stanford University.
